Build me a smart monorepo tool for TypeScript projects that helps teams work faster in one workspace.

I want a command line app that can manage a repo with many apps and libraries, figure out what changed, and only run the right builds, tests, and checks. It should cache results so repeated work is skipped, and it should be able to plug into common tooling like React, Next.js, Angular, Node, Storybook, Jest, Vitest, ESLint, and other similar tools. Please make it easy to start in an existing workspace too, not just from scratch.

Also add support for CI so it can run affected tasks, share cached results across machines, and help split long test runs. If it makes sense, include some kind of graph or visual view of dependencies. Keep it extensible so more tools can be added later, and if you need to look up current docs online, do that.
