Build me a local AI customer support agent for handling refund requests, something I can run on my Mac with no cloud account. It should chat with a customer, look up fake order data, check refund eligibility, issue refunds when allowed, and politely refuse when the order is too old, already refunded, not delivered, or over the refund limit. If it needs more info, like an order number, it should ask for it and keep the conversation going.

I also want it to use a written policy file to answer questions about refunds, returns, shipping, and damaged items, plus a fraud check for risky refunds and a human review step for cases that need approval. Please make it easy to trace what the agent is doing so I can see each tool call and decision. Use local models through Ollama, and if you need to look up current docs online, do that.
