Build me a cross platform Rust app that acts like a local relay in front of my existing VPN client, so the VPN app connects to 127.0.0.1 on my machine and the tool forwards traffic to a chosen upstream server while helping it get past DPI blocking.
I want it to work on Windows, Linux, and rooted Android or Termux, with a terminal dashboard for live status and a headless mode for running as a service. It should let me load candidate SNI and IP lists from simple text files, scan them, rank the best ones with a clear score, and auto select the best target at startup or keep rescanning in the background and switch if a better one shows up.
Also add a few bypass behaviors for the first connection packets, since different networks need different tricks. Make it configurable from a TOML file, keep it practical to set up, and include sensible defaults and good logs so I can tell what it is doing. If you need to check current Rust docs or platform details, look them up online.
