Build me a Claude Code plugin called VibeWise that helps people learn while AI writes the code.

I want it to guide the user through one question at a time, ask for their approach before jumping into implementation, and explain tradeoffs in plain English. It should work for both brand new projects and existing codebases, and it should help Claude make a simple project map first so the user can understand what is going on. Include the learning mode command, a reset command, and support for saving preferences, learning notes, and project context in a local notes folder inside the project.

When the user is ready, it should let Claude propose a design, then confirm before writing code, and after each implementation step it should explain what changed and why. Make it feel friendly and beginner friendly, but still useful for more experienced devs too. If you need to check current Claude Code plugin docs or behavior, look them up online first.
