Build me Project Marlin, a programme assistant for internal users.

I want a small app that keeps programme records and knowledge notes with source citations, plus a separate secure assistant service that can answer read only questions from Orbus Infinity. The assistant should expose a simple HTTP endpoint for MCP clients, check Microsoft Entra sign in and group access, and return results with citations. It should also have a health check and be set up so I can run it locally with environment variables for the Entra and Orbus settings.

For the programme data part, make the app scaffold feel complete and ready for a Fabric style workspace, with the schema and basic pages in place. Keep the Rayfin backed programme search fail closed for now if a safe per user identity bridge is not available.
