Build me a small Python SDK for the NOAA Weather Service API that makes it easy to pull weather forecasts and nearby station observations from a zip code or a latitude and longitude.

I want simple methods for getting the regular forecast, hourly forecast, grid forecast data, and observation data, with results returned as easy to loop through Python dictionaries. It should support looking up weather by postal code and country code, and also by coordinates. Please include a clean example or two in the README so someone can copy and paste right away.

Make it feel like a straightforward wrapper around the current NOAA web API, and keep it easy to extend later if NOAA changes anything. It should be fully unit tested, and if you need to check the latest NOAA docs online while building it, go ahead and do that.
