Build me a free, open source game server management panel called Pelican, with a clean modern web dashboard for creating and managing servers.

I want it to let people run game servers in isolated Docker containers, so each server stays separate and easy to manage. It should feel like a good self hosted control panel for communities, small hosts, and personal use, with support for common things like Minecraft, SteamCMD games, databases, bots, voice servers, and other software listed in the project docs.

Please make the main user experience simple, with login, server creation, server settings, startup and stop controls, and a clear place to view server status and logs. Use the current docs online if you need to, and follow the existing project style so it fits the Pelican ecosystem and works with Wings. Also include a setup flow that matches the Docker based install in the repo, so someone can get it running locally or with compose without too much pain.
