Build me a self hosted secrets management app for teams and AI agents called Phase.

I want a web app where people can store and organize secrets for different apps and environments, then safely give access to teammates, CI jobs, and AI tools when needed. It should have a clean dashboard, support logging in, roles and permissions, audit logs, and a secure way to view and manage key value secrets. Please make it feel polished and usable, not just a bare admin panel.

It should also be set up so it can run locally and with Docker, with clear development and production configs.
