Build me a modern PHP app server called FrankenPHP that I can run locally and in production.

I want it to serve PHP apps straight from the current folder, run PHP scripts from the command line, and support a faster worker mode for frameworks like Laravel and Symfony. It should feel like a proper web server, with HTTPS built in, HTTP 2 and HTTP 3 support, hot reloading, good logging, and support for real time features like Mercure.
