Build me a QGIS plugin called GeoServer Explorer that lets someone configure and manage a GeoServer server right from inside QGIS.

I want it to feel like a real desktop plugin, so it should show up in the QGIS plugin manager, open from the QGIS interface, and let me connect to a GeoServer instance, browse what is on it, and make common changes without leaving QGIS. Keep the experience simple and practical, with clear screens and messages that make sense to a normal user.

Please set up the project so it can be installed locally and so the tests can be run easily too. If you need to check the current QGIS or GeoServer docs while building it, go ahead and look them up. Make sure the code is organized cleanly, and include the basic pieces needed for a working plugin, plus enough documentation so I can understand how to install and use it.
