Build me a browser app where I can draw in the air with my webcam, and my index finger becomes a glowing neon brush on a dark canvas.

I want it to track my hand in real time, feel smooth and responsive, and stay fully private by doing everything locally in the browser. Make the drawing feel polished with a nice neon glow, simple sound feedback, and a clean studio style interface that looks futuristic but easy to use.
