Build me the full PPSC local setup so I can run the whole system on my machine and test it end to end.

It looks like a Java Spring Boot project with several services, a config server, discovery server, gateway, OAuth server, and separate external and internal portal services. I want a simple way to start everything in the right order, along with PostgreSQL and Redis, using Docker where it makes sense and Maven for the Java services. Please make sure the app can read local environment files safely, and that I can keep secrets out of Git.

If anything in the repo is unclear, check the current docs online and wire it up in the cleanest way you can. I mainly want this to be easy to start, easy to stop, and work reliably for local development without needing the production Jenkins paths.
