Build me a local chatbot for C codebases that can read a folder of C files, turn them into a searchable knowledge base, and then answer questions about the code in plain English.

I want to be able to point it at a C project, index the files once, and then ask things like what a function does, where a bug might be, or whether there could be memory leaks, buffer overflows, pointer mistakes, or macro problems. Please make it work offline with local models, and give it a simple web interface where I can chat with the code and see useful context from the source files. It would also be great if there’s a small dashboard or testing view so I can check how well the answers and retrieval are working.

Use the existing sample C files and make sure the app can store and reuse the indexed data so it does not have to rebuild everything every time. If you need current setup details, look them up online and keep the project easy to run.
