Build me a modern web based HR system for a company, something that can also work as a multi company SaaS app. I want a clean admin experience with a first run setup wizard that only shows up once, helps create the main company, creates the first admin account, and blocks the rest of the app until setup is finished.

After that, users should be able to register additional companies, with simple verification by email or phone using a 6 digit code. The app should let admins manage the whole company structure, like branches, departments, divisions, sub divisions, positions, and position levels, plus brands. I also want solid employee management with detailed employee records, bulk import for employees and branches, user accounts tied to employees, multiple roles per user, multiple brands per user, and work schedule support.
