python/buildmaster-config ? reverse-engineered prompt

Build me the Buildbot master configuration for python.org so it can manage the project’s build workers and show the build status in the web UI.

I want the setup to run locally for testing, and also match how the real server is managed in production. It should support updating requirements, running config checks, starting and stopping the master, and adding new workers through the worker config. Keep the private secrets in a separate settings file, and make sure there’s a clear way to point the app at that file when testing.

Please include a simple local worker option so I can open the web interface, see the builders, and manually trigger a build. If there are any current Buildbot upgrade or deployment steps that need to be followed, make them work too, and look up current docs online if you need to.
