Build me a flashy browser app called Neon Chance that helps people make a random decision from a list of choices.
The user should type options into a panel, one per line, then click a big casino style button labeled CHỐT KÈO or pull a lever to start. Make it feel like a futuristic Vegas slot machine, with neon ruby colors, glassy panels, a dramatic zoom in transition, glitch effects, spinning suspense, sparks when a winner is chosen, and a final reveal screen where tapping anywhere returns to the main panel.
