Build me a flashy browser app called Neon Chance that helps people make a random decision from a list of choices.

The user should type options into a panel, one per line, then click a big casino style button labeled CHỐT KÈO or pull a lever to start. Make it feel like a futuristic Vegas slot machine, with neon ruby colors, glassy panels, a dramatic zoom in transition, glitch effects, spinning suspense, sparks when a winner is chosen, and a final reveal screen where tapping anywhere returns to the main panel.

The random choice should use the browser crypto random function, and if possible also mix in mouse movement so it feels extra random. Add synthesized sound effects with the Web Audio API, like bells, motor hums, and win sounds, without using audio files. On mobile, add vibration feedback if supported.
