Build me a workspace orchestration repo for a multi repo project.

I want one central place that manages shared AI agent instructions, reusable specs, and setup automation for the other repos in the workspace, like Backend, Frontend, and the automation repo. It should have a simple make based setup flow that generates the right OpenCode files, merges shared instructions with any repo specific overrides, and links each consumer repo back to a shared specs area instead of copying specs around by hand.

Please include a clear workflow for discovery, planning, and implementation, where work items use sequential IDs and live in a specs folder until they are done. Also add a few helper commands to check whether RTK is installed, enable it, disable it, and show its status.
