Build me a free Windows 10 and 11 desktop app that brings a macOS style notch or Dynamic Island to the top of the screen. I want it to feel smooth and polished, with a small compact notch that expands when I hover or click it.

It should show media controls for apps like Spotify, YouTube, Apple Music, SoundCloud and TikTok, including play, pause, next, previous, progress, seeking, album art, and colors that adapt to the current song or video. Add a file shelf where I can drag files onto the notch, keep them there temporarily, select multiple files, and drag them back out into Explorer, Discord, email, or other apps.

Also include clipboard copy confirmations, battery, clock, calendar, camera and microphone privacy indicators, volume control, camera preview, gestures for skipping media and opening the file tray, fullscreen auto hiding, multi monitor selection, startup with Windows, auto update from GitHub releases, and English plus Vietnamese settings. Use .NET 8 for Windows and make it installer ready.
