Build me a simple tool that lets someone create a new React app with one command.

I want it to make a fresh project folder, install the needed dependencies, and give me a ready to run starter app with no setup hassle. It should include a basic public folder, a src folder with a working home page, a simple test, and scripts for starting the app in development, running tests, and building a production version.

The setup should feel beginner friendly, so when someone runs it they can open the app in the browser right away and start editing without having to configure build tools themselves.
