Build me a simple offline parental control app for Windows that runs as one single EXE.

I want an admin screen where I can set a password, choose one child account on the PC, and set a daily screen time limit for each weekday. It should show how much time is used and how much is left, let me give extra time for today, and show a clear tray icon when it is active.

The app should warn the child when time is almost up, then log them off automatically when the limit is reached. It should keep working after reboot, not need any cloud account or internet connection, and not collect telemetry.
