Build me a PHP tool that can automatically upgrade and refactor code across old and new projects.

I want it to scan a codebase, show me a dry run of the changes it would make, and then apply those changes when I’m ready. It should support running on a single folder or file set, let me turn on groups of upgrade and cleanup rules, and make it easy to add one rule at a time when I only want a specific change. The main goal is to help keep PHP code modern and consistent, and to make big version upgrades feel much less painful.
