Build me a chat based cost triage app for cloud logging spend across Azure and GCP.

I want to ask plain English questions like which Azure subscription has the highest overage, what the top GCP projects are, whether a specific subscription had any spikes, and how Azure compares with GCP. The app should answer with actual dollar figures, call the right helper tools behind the scenes, and keep a short conversation memory so follow up questions still make sense.

Please include three ways to use it, a simple command line mode for one off questions, an interactive chat mode, and a small web UI. It should support switching between DeepSeek, Claude, and a local Ollama model with a provider flag, and it would be great if the answers can stream in as they are generated. Use deterministic sample data so the app works right away without any external files, and include a basic eval script that checks the answers against known ground truth.
