Build me a GitHub Action that helps keep documentation in sync with code changes. I want it to watch for PR comments like [review-docs], [update-docs], and [review-feature], then use an OpenAI compatible model to inspect the PR diff, figure out which docs files are probably affected, and leave a review comment with clear suggestions the author can accept or reject. After that, if I comment [update-docs], it should create or update a docs PR using only the approved files. It should work with Markdown, AsciiDoc, and reStructuredText, and let me add style rules in a repo config file so the generated docs match our tone. If I use [review-feature] PROJ-123, it should also look up the Jira ticket and any linked spec docs, compare them to the code changes, and call out what was covered, missing, or extra. Keep it configurable with secrets for the model, Jira, and docs repo, and look up current docs online if you need to.
