Build me a simple developer tool for Node.js that watches files and automatically restarts the app when something changes.

I want it to work like a replacement for running node directly, so I can start my server with a command and have it keep restarting while I edit code. It should support watching specific folders or the whole project, ignoring files I do not want tracked, and reading settings from a small config file or from package.json if that is easier. Please also let me trigger a manual restart by typing rs while it is running.

If it makes sense, add support for running other script types too, not just JavaScript, and make the command line help clear and friendly. Keep it lightweight and focused on development use, with good defaults so I can just install it and use it right away. Look up current docs online if you need to.
