Build me a local app called SIMORGH Scanner for testing VLESS configs against Cloudflare clean IPs. I want a neon retro web interface that runs on 127.0.0.1:21301 and feels like a polished desktop tool, with separate pages for Scanner, Results, Files, and Log. The Scanner page should let me paste one or many targets, use single IPs, CIDR blocks, manual ranges, or built in ISP lists, and also import custom ISP txt files. It should support start, stop, continue, clear, and cancel, plus worker settings, optional recheck, and optional speed testing.
