Build me a small helper that turns any YouTube video into a reusable agent skill.

I want to paste in a YouTube link or video ID, have it grab the best available captions, turn that into a clean English transcript, and then generate a concise SKILL.md that my coding agent can load later. It should also save the full transcript and the original caption text as references, and install the finished skill so it shows up in my agent tools right away. If the video has chapters, use them. If there are no captions, tell me clearly that it can’t work.

Please make it work in a way that fits the agent skills setup I already use, and let me run it from inside the agent with something like a simple command. If needed, look up current docs online for the skills installer or YouTube caption handling. Also add a way to list the skills it has already generated, so I can find and reuse them later.
