Build me an app that lets me paste an arXiv paper ID, a paper link, or even a topic like recent work on KV cache compression, and then automatically finds the paper, downloads and reads the PDF, and turns it into a clear executive summary.

I want it to break the paper into useful sections like abstract, method, results, and limitations, then save the paper content so I can ask follow up questions later. When I ask questions, it should answer only from the paper, include citations to the exact section it used, and refuse to guess if the paper does not say it.

Please make it work as a simple local tool with a command line entry point, and also make it easy to run in Docker. If it helps, use online docs for the current APIs and libraries. Add a small demo notebook too, and make sure the app keeps its state between sessions so I can come back later and continue the conversation.
