Build me a developer focused AI chat app that feels like ChatGPT, but with more control. I want a clean chat interface with streaming replies and an optional typing effect that I can turn on or off.

In a sidebar or settings area, let me switch between different OpenAI models on the fly, tweak response settings, and enter API configuration. I also want a set of preset system or setup prompts I can choose from, plus a way to write my own custom one. Another feature I want is a knowledge cut off date, so I can ask the model to answer as if it only knows things up to a certain point in time.

Please make it easy to run locally and also easy to start with Docker. Keep the app simple, usable, and aimed at developers who want to experiment quickly. If anything is unclear, look up the current docs online and wire it up in a sensible way.
