Build me a terminal app that helps someone upload a PDF resume and get personalized job recommendations.

It should read the resume, pull out skills, education, experience, and projects, then compare that against a built in set of job descriptions and show the top 5 best matches with a match percentage, missing skills, and a short AI explanation for each one. I also want an ATS score out of 100, plus a simple learning roadmap that tells the user what to learn next to improve their chances.

If possible, use AI for the resume analysis and job matching, and make it work even if optional services are missing. If there’s no vector database or graph database set up, it should still run and fall back to local matching so the app does not break. Keep it as a clean command line experience with clear prompts, progress indicators, and readable results. Use the sample jobs data in the repo so it works right away.
