Build me a desktop app for a billiard shop that handles billing, table management, and simple cafe sales in one place.

I want staff to be able to see all billiard tables at a glance, mark them as available, occupied, or under maintenance, and start or stop billing with hourly rates, fixed packages, or member pricing. It should also let us add food and drink orders to a table or sell them separately, with a kitchen screen that shows what is pending, cooking, ready, or served.

Please include member discounts, different shift sessions like morning and night, and a secure login for admins and cashiers. I also need daily closing reports, activity logs, and export options for PDF and Excel. If possible, make it work well as a Windows desktop app and let it connect to billing hardware and printers, and look up current docs online if you need to.
