Build me a polished open source toolkit for Claude Code that helps me work more like a software engineer and less like a prompt writer.

I want it to include a command line experience, reusable agent skills, hooks, and a plugin setup, so I can run things like code review, code explanation, lint style checks, task planning, task implementation, changelog generation, document proofreading, and project insight workflows from simple commands. Make the whole thing feel opinionated, practical, and human in the loop, not like a generic chatbot wrapper.

Please set it up so Claude Code is the main target, but keep it flexible enough that Copilot CLI and Codex CLI could also work where possible. Add clear docs for how to install it, how to use the main commands, and a few good example workflows. If you need current tool docs or best practices, look them up online.
