Build me a small command line tool called v that works like z but for Vim.

It should look at Vim’s recent file history and open the best matching file quickly from anywhere in the filesystem. By default, if I give it one or more search terms, it should find the most recently edited file that matches all of them and open it in Vim. If there are multiple matches, I want an option to show a list and let me choose one. I also want a flag to limit results to files under the current folder, a flag to include deleted files, a way to jump to the nth most recent file with a number option, and a debug mode that shows what it would do without actually opening anything.

Please make it feel like a normal Unix command, with a simple help message and reasonable error handling. If you need current details for how Vim stores recent files, look up the docs online first.
