I want you to build a command-line package manager for a compiled language, something like npm for Node.js or pip for Python. The main purpose would be to let developers easily manage dependencies and compile their projects from the terminal.

The tool should be able to read a project manifest file, maybe a TOML file, to know which libraries it depends on. It needs to be able to download those dependencies, both from a central registry and directly from git repositories. After it gets all the necessary code, it should then compile the entire project into a runnable binary.
