Build me a Windows clipboard manager like Ditto.

It should run in the background, watch everything I copy, and save each clipboard item so I can get it back later. I want to open it from the system tray or with a hotkey like Ctrl plus backquote, see my clipboard history, and double click or press Enter to paste an older item into the last app I was using.

It needs to handle normal text, images, HTML, and other clipboard formats, and feel fast and lightweight. Keep it local only, no login, no cloud, no telemetry. Make it work as a polished desktop app with a simple installer and a portable option if that fits. If you need current Windows or build details, look up the latest docs online and then implement it cleanly.
