Build me a small FastAPI weather app that lets a user type in a city on a simple web page and see the current weather right away.

It should get live weather from Open Meteo, cache successful lookups in Redis so repeat searches are fast, and save each successful request in MySQL with the city, the resolved location, whether it came from cache, and the JSON response. I also want basic health and readiness checks, a Prometheus metrics endpoint, and JSON logging so it feels production ready.

Please make it easy to run locally with Docker Compose, including the API, Redis, MySQL, and Prometheus. If possible, include a setup script or clear startup instructions so I can get it running with one command.
