Build me a municipal complaint app where residents can submit a free text issue, like flooding, potholes, noise, or streetlight problems, and the system automatically turns it into a structured ticket with a category, priority, and status.

I want a simple web app for citizens and city staff, with a dashboard to view complaints, filter them, update their status, and see basic stats. The backend should save everything in a database, expose a clean API, and include health and readiness checks. It should also use AI to triage complaints, but if the AI is slow or unavailable, it should fall back to a simple rules based approach so the app still works reliably.
