Build me a production style DevOps starter for a MERN app that can grow into a real deployment pipeline on AWS.

I want the repo set up so the frontend and backend can run locally with Docker Compose, and the Terraform folder is ready for the cloud infrastructure pieces we will need later. Please create a clean foundation for a React app, a Node and Express API, and MongoDB, with sensible environment config and README instructions so someone can get it running without guessing.

Also set up the basics for CI and CD with GitHub Actions, and leave the project ready for AWS deployment using things like ECR, ECS or Fargate, a load balancer, IAM, RDS, CloudWatch, and eventually Kubernetes or EKS if needed.
