Build me the native Windows version of CivicCast, a self hosted app for recording and publishing civic meetings for city councils, school boards, and public access stations.

I want a Windows installer that feels polished and can run everything from one machine, including the main app, Postgres, and the background media workers as a Windows service. It should work on a clean Windows setup with no WSL, no Docker, and no Linux, and it should clearly show installation progress and keep the user informed while setup is running.

The app should support the normal station workflow, like creating or uploading recordings, handling private rehearsal or preview steps, packaging content, and publishing approved items. It should also handle playback of recorded media reliably, even if storage has a brief issue.
