Build me a small Python tool for managing a public list of SearXNG instances.

I want a command line utility that can read and update the instances list, help me add new instance URLs, remove old ones, and edit entries safely. It should also be able to pull in open GitHub issues for instance requests, let me work on one instance at a time in my editor, and validate the YAML before saving anything. If there are mistakes, it should tell me clearly and let me fix them before writing the file. It should also be able to create a commit with a useful message after changes are made.
