Build me a self hosted property management web app for boarding houses, apartments, and rentals.

I want it to help manage properties, units, tenants, leases, invoices, payments, rent reminders, and maintenance requests in one place. It should support multiple properties, with each property having its own dashboard, reports, and settings. Make it easy to track unit capacity, rent rates, availability, who is living where, overdue payments, and maintenance status from reported to resolved.

Also include role based access for owner, admin, and staff, plus a simple plugin system so new navigation items, dashboard pages, settings pages, notification drivers, and payment options can be added later without changing the core app.
