Build me a Python tool called SQAC that lets me save knowledge into a single portable file and query it later from an LLM or from the command line.

I want to be able to teach it facts, pack text files into a memory cartridge, and point it at a codebase so it can auto build a searchable knowledge file. Then I should be able to search that file with plain English questions and get back the most relevant facts with a confidence score. It should also support a simple Python API so I can add items, save the cartridge, load it again after restarting, and still get the same answers.

Please include the basic CLI commands for initializing a project, searching, teaching individual facts, packing a file, and tracking a folder for changes. If it makes sense, also add support for an MCP server and a small HTTP API so other tools can use it. Keep it fast, lightweight, and file based, with no database or training step.
