Build me a Persian first bug reporting app where a non technical user can describe a problem in plain Farsi, add screenshots, and submit it from a simple mobile friendly form.

I want the system to turn each report into a structured draft with a title, description, repro steps, severity, type, and module, then let QA and managers review it before anything is finalized. It should also spot likely duplicate reports, connect them to an existing one, and keep a clear workflow from submitted to approved, in progress, done, or rejected.

The UI should feel right to left, use Persian dates and digits, and include a dashboard with filters and status counts plus an approvals page for AI suggestions and human review.
