Build me a digital attendance management system for Nepali government offices, municipalities, wards, schools, and rural municipalities.

I want staff attendance to come from biometric devices, with ZKTeco working first, but make it so other device brands could be added later without rewriting everything. The app should support employees, departments, leave requests, attendance corrections, holidays, reports, approvals, and audit logs. It also needs to handle multiple organizations safely, so each office only sees its own data.

Make the frontend a modern dashboard with English now and space for Nepali later, and include the Nepal date style where dates can be shown in AD or BS while still storing AD behind the scenes. The system should have login and role based access, background syncing from devices, and basic health monitoring for devices.
