Build me a Copilot style research writing buddy for this repo. I want it to feel like an AI assistant for students and researchers that can guide a paper from the first idea all the way to a submission ready manuscript, then help with the post submission follow up too. It should walk through 9 phases, always show what phase the paper is in, what is still missing, and only let the user move forward when the readiness checks for that phase are satisfied.

Make it useful for idea scoping, literature review, outlining, drafting each section, cleaning up citations and BibTeX, revision passes, a simulated 3 reviewer peer review, final formatting for common academic venues, and support for rebuttal, camera ready, and dissemination. I also want simple chat commands so someone can start a new paper, give it a topic, and check status anytime. Please save the generated work as organized research artifacts inside the repo so the whole paper workflow is easy to track. Look up current Copilot agent docs online if you need to.
