Build me a safe Telegram controlled Android management demo for my own test phones. I want a small server with a clean web panel and a Telegram bot that can show connected devices in real time, display basic phone info, SIM provider, battery, installed apps, and location only after the phone user approves it.

The Android app should be written in Kotlin and make all permissions obvious with a consent screen. From Telegram or the panel I should be able to send a test notification, show a toast message, vibrate the phone, and open a custom web view link. Please do not add spying features like keylogging, hidden recording, stealing messages, or anything that runs secretly.
