Build me a Telegram bot that lets people send a video link and get the video file back in chat.

It should support downloads from YouTube, Facebook, Instagram, TikTok, and Twitter, and it’s okay if the implementation is based on available download tools for those sites. I also want a simple version command, a download command, and a shutdown command for the bot owner.

Please make it read settings from a local config file for the bot token, group or developer chat IDs, and any optional download or login settings. If you can, add support for sending errors to the developer chat, and make it easy to plug in jDownloader as an optional integration when remote control is set up.
