Build me a full stack app called ContextIQ, a persistent memory AI assistant for engineering teams. I want a chat interface where a user can sign in as a demo engineer, ask questions, and switch memory on or off. When memory is on, the app should remember durable team decisions like standards, preferences, architecture choices, and incident notes, then use that context in later chats. When memory is off, it should answer normally without looking up past memories.
Please make the frontend in Next.js with a clean sidebar for team memory, a chat area, and a simple inspector for each saved memory showing the original text, category, timestamp, and id. Make the backend in FastAPI and keep all memory calls behind it, with a team bank resolved on the server side. Use a local mock fallback so the app still works without paid API keys. If the memory service is down, the chat should keep working and show a clear degraded status instead of crashing.
