Build me a small exercise project for a school website that shows Mergington High School extracurricular activities, and set it up so GitHub Copilot can help review pull requests for code quality.

I want the app to be something teachers could update without much hassle, and I want the repository to include the pieces needed to practice Copilot code review in VS Code and on pull requests. Please also add repository specific guidance so Copilot knows what to look for when reviewing changes, and set it up so reviews can run automatically through the repo settings if possible.
