Reverse engineered prompt

Build me a local first FinOps assistant that looks at cloud usage data and suggests safe cost saving changes without ever touching real cloud APIs or applying Terraform. I want it to use mock AWS and GCP style metrics, spot obvious low usage resources, and generate conservative recommendations with a clear explanation of why each one is suggested and what savings it might help with.

It should validate the generated Terraform before saving anything, catch risky production cases, and block anything that looks unsafe. Then it should pause and ask for terminal approval before writing any artifacts. If I approve, it can create a local Git branch and commit the generated proposal, but it should not push anything or open a hosted pull request.

Please make it run locally with a simple command, keep the output clean and structured, and include tests plus example artifacts so I can see how the workflow is supposed to behave. If you need current docs for Terraform or linting tools, look them up online first.
