Build me a Linux screen recorder called Reccy that runs quietly in the background and keeps a rolling buffer of the last few minutes of my screen, so I can hit one hotkey and instantly save the last moment as a clip.

I want it to work on both Wayland and X11, use the best available recorder automatically, and support a normal manual recording mode too where I can pick a screen or window from the system share dialog and record until I stop it. It should have global hotkeys that work even when another app or game is focused, plus simple CLI commands to check status, save a replay, pause, stop, and quit.
